Компактный автомат ОЦ-12 "Тисс" был разработан в начале 1990х годов в Тульском Центральном КБ Спортивного и Охотничьего Оружия (ЦКИБ СОО). Этот автомат предназначался для вооружения личного состава МВД. Небольшая партия автоматов ОЦ-12 была в 1993 году выпущена в ЦКИБ СОО, однако серийное производство так развернуто и не было. В настоящее время незначительное количество автоматов ОЦ-12 все еще имеется на вооружении ряда подразделений МВД России.
По устройству компактный автомат ОЦ-12 "Тисс" полностью повторяет автомат Калашникова АКС-74У, отличаясь от него только стволом с дульным устройством (дульным тормозом-компенсатором), габаритами зеркала затвора и магазином (под патроны 9х39 СП-5 и СП-6).
