Винтовка Тип 89 разработана для вооружения японских сил самооборны компанией HOWA Machinery Co (Япония) в конце 1980х годов.
Винтовка конструктивно во многом схожа с винтовкой AR-18 разработки американской компании Armalite, производившейся на фирма Хова по лицензии в 1970е годы. Тип 89 использует традиционную автоматику на основе газоотводной схемы с запиранием поворотом затвора. Ствольная коробка штампованная из стали, цевье, приклад и рукоятка управления огнем - пластиковые. Прицел диоптирческий, перекидной с двумя установками по дальности. На винтовке устанавливаются легкие складные сошки. Винтовка может использоваться для стрельбы винтовочными гранатами, надеваемыми на ствол.
