Бесшумный пистолет Тип 67 был разработан в конце 1960х годов как развитие бесшумного пистолета Тип 64, обеспечив пользователей теми же боевыми характеристиками, но при меньшей на треть массе оружия и более простой конструкции глушителя. В остальном пистолет Тип 67 сохранил все свойства предшественника, включая слабый патрон 7.65х17 тип 64, автоматику со свободным затвором, УСМ одинарного действия с открытым курком и ручным предохранителем слева на рамке. Как и у пистолета Тип 64, затвор пистолета Тип 67 может быть заблокирован нажатием поперечной кнопки на боковине затвора, что исключает при стрельбе достаточно громкий лязг затвора, однако превращает пистолет из самозарядного в оружие с ручной перезарядкой.
