Пистолет-пулемет URU был разработан бразильским конструктором Olympio Vieira de Mello в 1974-75 годах. Выпуск этого пистолета-пулемета для нужд бразильской полиции и армии был начат в 1977 году компанией Mekanika Indústria e Comércio Ltda и продолжался примерно до 1983 года, общий выпуск этих пистолетов-пулеметов составил порядка 10 тысяч единиц.

Пистолет-пулемет Mekanika URU использует автоматику со свободным затвором, стрельба ведется с открытого затвора, автоматическим огнем и одиночными выстрелами. Ствольная коробка и кожух ствола выполнены из стальной трубы, корпус ударно-спускового механизма - штампованный из стального листа. Питание патронами - из отъемных коробчатых магазинов, удлиненная горловина приемника магазинов служит передней рукояткой для удержания оружия. Пистолет-пулемет Mekanika URU оснащен складным вбок металлическим прикладом и нерегулируемым диоптрическим прицелом с фиксированной установкой на 50 метров.
