Вице-премьер России Сергей Иванов недавно заявил о том, что объем государственного оборонного заказа в 2012 г. может составить 1,769 трлн. руб. На оснащение вооруженных сил России планируется затратить более 1,1 трлн. руб. Наибольшее количество средств, по утверждению С.Иванова, будет выделяться на оснащение вооруженных сил, других войск, воинских формирований и органов, военной и специальной техникой и вооружением. Деньги также будут выделяться и на переоснащение вооруженных сил России стрелковым и другим оружием.
В этом связи стала актуальной дискуссия, развернутая на страницах газет и журналов, на телевидении о новом автомате Ак-12 (автомат Калашникова образца 2012 г) разработки «Ижмаша» и оружии будущего. А началась она с заявления конструкторов этого предприятия о создании так называемого «однорукого» автомата АК-12, из которого, по их словам, «раненный» боец может стрелять, перезаряжать, менять магазин одной рукой.
